Hillary Kelly-Stephens
MS, FNP-C, PMHNP-BC
Hillary Kelly-Stephens, MS, FNP-C, PMHNP-BC, is a board-certified nurse practitioner in both family practice and psychiatric mental health. She brings a broad clinical background to her work, with experience in family practice, pediatrics, addiction medicine, and psychiatry.
Hillary earned her AAS in Nursing from St. Elizabeth College of Nursing, completed her BS and MS at SUNY Polytechnic University, and later received her post-master’s certificate as a Psychiatric Mental Health Nurse Practitioner from Upstate Medical University. She is also a retired state-certified paramedic and a lecturer at SUNY Polytechnic University, where she has taught since 2013. She will begin work toward her Doctor of Nursing Practice in the fall. For the past eight years, Hillary has focused on addiction medicine and psychiatry, while also participating in community events related to addiction and mental health.
She has a special interest in supporting neurodevelopmental populations across the lifespan, including individuals with autism and ADHD, and in providing trauma-informed care. Hillary believes in a holistic, evidence-based approach to treatment. Drawing on both her psychiatric and family nurse practitioner training, she considers the full picture of a patient’s health, including the co-existing medical conditions that can affect mental well-being.
Dr Steven M. Fogelman
MD
Dr. Steven M. Fogelman, MD, is the Clinical Psychiatrist at CNY Mind and Wellness. He is board certified by the American Board of Psychiatry and Neurology and brings decades of experience across a wide range of clinical settings, including community mental health clinics, correctional facilities, state-managed community residences, and long-term care facilities.
Dr. Fogelman earned his BA from the University of Pennsylvania and his MD from the Sackler School of Medicine at Tel Aviv University. He completed his psychiatry residency at New England Medical Center, where he also served as Chief Resident, and went on to complete postgraduate research and fellowship training in neuropsychopharmacology at Tufts University School of Medicine. Over the course of his career, Dr. Fogelman has worked with children and adolescents, middle-aged adults, and geriatric patients. His background includes more than 20 years of work with individuals with intellectual disabilities and pervasive developmental disorders, and he has a particular interest in caring for patients with intellectual disabilities and co-occurring psychiatric illness.
He currently works in forensic evaluations, long-term care, and consultation with primary care physicians. Dr. Fogelman’s clinical approach is grounded in listening carefully to each patient’s story and building care from there. He is also deeply committed to mentoring and supervising others in the mental health field, something he has done throughout his career.
Alicia Turner
PA-C
Alicia Turner, PA-C, is a board-certified Physician Assistant with clinical experience in emergency medicine, urgent care, psychiatry, weight management, and aesthetic medicine. She currently serves as Director of Clinical Operations, where she oversees clinical care and helps develop efficient, patient-centered services. Her background in emergency medicine provides a strong foundation in recognizing and managing urgent and complex medical conditions with confidence and efficiency. She also has experience in psychiatry, including the evaluation and management of mental health conditions and acute psychiatric crises, and is committed to providing structured, compassionate, and evidence-based care. In addition, Alicia provides medical weight management focused on safe, sustainable results, as well as neuromodulator treatments designed to enhance natural appearance through precise, individualized care. She is dedicated to helping patients achieve greater stability, improved functioning, and better overall well-being through personalized care that supports both physical and mental health.
Eric Taubert
Eric Taubert is the Operator of CNY Mind & Wellness. He also owns and operates CNY Youth Connections, a community-based mental health private practice that has provided support services in schools, homes, and the community for the past eighteen years. Through CNY Youth Connections, Eric has overseen a diverse team that includes mentors, behavior specialists, substance use and mental health peer advocates, parent aides, and school support staff serving families across seven counties. His professional background also includes broad operational and management experience across multiple industries, with particular strength in human resources, employee relations, and community engagement. At CNY Mind & Wellness, Eric’s leadership is guided by a commitment to providing high-quality mental health care for both adults and children through clinic-based services and telehealth support. He is focused on building a practice with highly qualified physicians and support staff that serves the needs of the Mohawk Valley with an integrated approach to health and wellness.
